Do you have to fill a 60 gal hot water tank or can you adjust the water level?
OK, I know this probably sounds like a REALLY stupid question! I am purchasing a house that has a 60 gallon electric hot water heater. It has 1.5 baths and I am a single person. I live in Maine, where we have been sub-zero at nights. The heater is well wrapped, but there is no way in "you know what" I need a hot water heater that large. I fear I will spend an arm and leg keeping that much water heated for no reason.
I am thinking of installing a Rinnai tankless (around $2,200 installed), but want to hold off for right now until I get settled in the house and see what unknowns "pop-up".
Here's the stupid question. Do you need to fill a water heater to it's full capacity for it to operate? (I am even debating buying a smaller electric tank)

no, they fill themselves, there isn't a way to adjust the water level. turn the thermostat down on the heater.
